    Suffolk Police are appealing for help in tracing 28-year-old

    in connection with the murder of a 66 year old man in

    Bury St Edmunds, Suffolk on 13 January 2012.

    Pytor Melaniuk is Polish and may also be using the

    names of Irek Marciewicz, Irek Pomielony, Pyotr Kelaniuil,

    Kamil Wislak and Ireneusz Melaniuk.

    Pytor Melaniuk is white; 5’6’’ tall of slim to medium build

    and has numerous tattoos including ones on his hands

    and a spider tattoo on his right arm. A distinguishing

    feature is that two middle fingers on his right hand above

    the knuckles are missing together with the thumb from the

    same hand.

    He is known to reside and have associates in the

    Tottenham, Hackney and Stoke Newington areas of

    London.

    If you see this man or someone you suspect to be

    him, do not approach him, but call the police

    immediately on 999.

    Suffolk Constabulary are warning people to be on their guard against the following frauds, which are currently being reported to us on a regular basis :-

    1. You receive a telephone call from a person claiming to work for Microsoft and informing you that you have numerous errors and faults on your computer which they can clean up for you if you give them remote access to your computer and pay them a fee using a credit or debit card. Never reveal your card details to anyone who calls you and of whom you have no previous knowledge.
    This is a fraud - every computer will contain an error log, but it does not mean there are faults with the system. It is simply a means of Microsoft improving their products and they will never ring you to ask for details or tell you your machine needs cleaning. It is this error log the caller directs you to in an effort to convince you they are genuine.
     
    2. You apply for a loan over the internet and receive a call back from someone offering to assist you with the loan, but first you have to prove you can meet the payments by purchasing a Ukash voucher or similar and calling them back with the number of the voucher, or transferring money via a money wiring service.
    This is a fraud - you will never see the loan and you will lose the money you have spent on the voucher or transfer. No reputable loan company will ever employ this method and Ukash vouchers are not intended for this type of transaction.

    UPDATE FROM PREVIOUS NEWSLETTER REGARDING POLICE APPEAL CONCERNING PROJECTILES BEING THROWN FROM BRIDGES ON THE A14 AND A12

    You will recall from the last Newsletter that Suffolk Police were asking for your vigilance regarding any suspicious activity around overhead bridges on the A14 or A12.

    Since the last newsletter Suffolk Police have identified and formally interviewed two boys in relation to stones being thrown from a main road and damaging vehicles, with regard to a number of incidents which occurred near to a bridge on the A14 at Trimley St Mary on Thursday 15 December.

    POLICE AUTHORITY CONSIDERS COUNCIL TAX INCREASE

    On 20 January 2012 Suffolk Police Authority agreed that setting a council tax precept increase is its preferred option.

    The Authority debated next year’s budget at their meeting – and considered two council tax options for 2012/13.

    The options are:
    Option 1: freezing council tax at 2011/12 levels – and accepting a one-off government grant of £1.25 million for one year; or

    Option 2: not accepting the government grant but increasing the policing element of the council tax by 3.75%, to generate £1.55 million.

    After the debate, the Authority agreed by a majority to take both options forward for a final decision at its next meeting on February 20 – but with a preference for Option 2.

    EIGHT CHARGED IN CANNABIS RAID

    On Wednesday 18 January, Suffolk Police, charged eight people following an intelligence-led operation into the cultivation and sale of cannabis.

    On Tuesday 4 October 2011 officers from Suffolk executed a search warrant at a suspected cannabis factory at a warehouse in Clacton, Essex. Around 250 plants were seized along with growing equipment including lights and hydroponics.

    The operation also saw a property in Ipswich searched and over 100 cannabis plants seized, again along with growing equipment including lights and hydroponics.

    In total seven men and one woman were arrested in relation to drug related offences and all parties have now been charged.

    Theft From a Motor Vehicle - Phillipps road, between 0001am and 8am on 10/01/11, offenders entered a Toyota LandCruiser left insecure on a resident’s driveway and removed a credit card which was believed to have been left within the glove box.     Theft From a Motor Vehicle x 2- On Quakers lane, between 4.30pm on 18/01/11 and 8.30am on 19/01/12, offenders entered two vehicles, both left on separate residential driveways. Firstly offenders entered a Volvo V50 left parked and insecure and stole a Tom Tom Sat nav system. Secondly offenders entered a Audi A3 and removed a Garmin sat nav system.     Bramford
    Theft of Lead- On Paper Mill lane, between 11.30pm on 07/01/11 and 1am on 08/01/12, offenders removed two picnic benches and an assortment of chairs that had been fixed to paying slabs, near the local NHS building.     Criminal Damage - On Flindell drive, between 8pm on 12/01/12 and 7am on 13/01/12, Offenders approached a Landrover Freelander, left parked on a residential driveway and slashed all four of the vehicle’s tyres.     Theft From a Motor Vehicle - Orchard drive, between 10pm on 05/01/11 and 6am on 06/01/12, offenders approached a Ford Transit van left parked in the street and smashed one of the vehicle’s windows, but it is believed that nothing was stolen Calls in relation to this incident should be made to the Crime Investigation Bureau (CIB) Martlesham Heath, Police HQ and quote Crime Ref:ST/12/91.

    Claydon
    Burglary - On Norwich road, between 10m on 09/01/12 and 6am on 10/01/12, offenders forced entry into the front of the local village hall.     Felsham
    Burglary - On Lower Green, between 8pm on 18/01/12 and 8am on 19/01/12, offenders forced the door clasp on a shed within the rear of a local garden and removed a quantity of fishing tackle.     Theft From a Motor Vehicle x2- On Church road, between 8pm on 18/01/11 and 8am on 19/01/12, offenders entered two vehicles both left parked and insecure on residential driveways. Two Apple Ipods and an old car battery were stolen from a VW T30 van and a Mercedes C200 was also entered and searched, but it is believed nothing was stolen from this particular vehicle.     Haughley
    Theft From a Motor Vehicle - Within Haughley, between 7pm on 05/01/11 and 7am on 06/01/12, the passenger window of a Fiat Doblo van was smashed and a Ipod left out on display was stolen Calls in relation to this incident should be made to the Crime Investigation Bureau (CIB) Martlesham Heath, Police HQ and quote Crime Ref:ST/12/73.

    Henley
    Burglary - On Feeman avenue, between 8pm on 10/01/12 and 9am on 11/01/12, offenders forced the lock on a shed within the rear of a local garden and removed 4 bikes, which had all been securely chained together. It should also be noted that prior to breaking into the shed, the offenders moved a CCTV camera, that had been positioned to watch the area in question. The bikes stolen were a red Carrera Vulcan mountain bike, a purple Kraken mountain bike, a brown Saracen Raw 2 mountain bike and a green Mongoose thunderball jump bike, that had no gears.     Needham Market
    You will recall from the previous Newsletter a number of thefts and attempted thefts of lead were highlighted along the High Street, in Needham Market, well unfortunately there have been the following further thefts of such material

    Theft of Lead- King William street, at around 3.33am on 06/01/12, offenders approached a local property, moved the householder’s wheelie bin to by the side of the building, then stood on the bin to gain access to the roof. Sticky tape was then placed on a CCTV camera to cover it and a section of lead flashing was removed.     I know it is always preferable to leave a wheelie bin out at night, so as not to miss the next day’s bin collection, but if possible please secure and put wheelie bins out of sight and away from buildings, to prevent an offender using these items to climb onto property.

    Theft of Lead- High Street, between 6pm on 05/01/12 and 10am on 06/01/12, offenders approached a local property and removed the lead flashing from above the ground floor window.     Attempted Theft of Lead-On High street, between midday in 04/01/12 and 4am on 09/01/12, offenders attempted to remove a section of lead flashing from the top of a groundfloor bay window of a local residence. Whilst the offenders were unable to remove the lead, damage was caused requiring repair.     Thurston
    Theft x 2- On Cloverfields, between 5am and 8am on 19/01/12, offenders removed 2 pints of milk from the front of a local door step. On New road, between 4am on 17/01/12 and 8am on 21/01/12, two pints of milk were also stolen from a local doorstep.     Tostock
    Theft x 4- On Perkins way and Norton road, between 4am and 8am on 21/01/12, offenders stole milk from the door steps of 4 residential properties. Four pints and a further two pints were removed from two properties on Perkins Way. With three pints and a further 6 pints stolen from two doorsteps on Norton road. Calls in relation to these incidents should be made to Sgt Neil Paterson at Stowmarket Safer Neighbourhood Team and quote Crime Ref: ST/12/246 & 249-251 .
    Please encourage relatives who have door step deliveries to bring their milk in as soon as feasibly possible, to try to deter such thefts.

    Willisham
    Theft of A Motor Vehicle- On Tye lane, between 6pm and 7.50pm on 12/01/12, a 80cc Yamaha motor bike, was stolen from under a tarpaulin within a residential car port. The vehicle was subsequently located on 19 Jan 12, abandoned in Ipswich.     CRIME REDUCTION ADVICE

    In Mid Suffolk again there has been the problem of theft from motor vehicles and thefts or attempted thefts of lead from roofs and certain windows.

    As you will see from this bulletin in a number of cases the vehicles were left unlocked.

    Please remember that whilst central locking systems are a superb way of securing a vehicle, if you lock the car and you lock it either when someone is just getting out, or is about to get out, the vehicle is not then fully locked. All occupants have to be out of a vehicle and all doors need to be properly shut in order to properly activate a central locking system.

    On a final note, please be aware that in Stowmarket over this reporting period the following incident occurred.

    Theft - On Wilkes way, between 12.36pm and 12.59 pm on 19/01/12, two offenders stood next to a shopper in a local shop and whilst one offender pretended to be browsing in the same area as the shopper and so distracting them, the other picked up a box of cereal, reached into the shopper’s trolley and removed their purse, concealing the purse within the cereal box.

    If you have relatives that leave their purses or handbags in shopping trollies, please advise them not too and to have such items on their possession at all times.

    LOTTERY SCAM WARNING

    Police are urging residents to be alert for scams after being contacted by a woman in Gorleston.

    On Thursday 12 January the woman received a call saying she had won a lottery - and that she would have to send a U-Cash money voucher once a cheque was received.

    The female caller said the cheque would be coming from Lichtenstein and that she would call again to see if the woman had the money voucher.

    This is believed to be a scam and the woman was advised that she should not send any money under these circumstances.

    Police are renewing appeals for residents to be vigilant and to stop and think before responding to such calls. There are a number of similar scams via post and email, which say you have won a prize but then ask you to send cash in order to claim it.

    No genuine lottery or competition organisation operates in this manner - this is just a way to get you to part with your cash.

    Do not respond - and never send money.


     

    BEWARE OF ACCOMODATION FRAUD

    With less than 200 days to go before the greatest sporting event this country has ever staged, Suffolk Police are urging members of the public to be careful when booking accommodation online for the Olympic and Paralympic Games.

    Don’t get caught out by fraudsters, by making sure that any accommodation or tickets that you buy are genuine:

    If using a travel company ensure they are a member of a trade body such as ABTA, the Travel Association or the Air Travel Organisers Licensing, (ATOL).

    If you decide to book independently you should exercise caution. Establish if you are dealing directly with the property owner or a letting agent.

    Research the property or hotel that you are booking - verify that the address exists through web searches and online maps. Do the images match those on the advert?

    Check whether there are any reviews for the accommodation from previous visitors.

    If dealing with the property owner ask them about the property and the area in detail. Can you confirm that what they tell you is accurate from your own research?

    Research any agent that you are dealing with via an online search engine. Are there any reviews of the website or agent?

    Does the website use the Padlock symbol to indicate the site is secure?

    To sum up

    Always check the terms and conditions

    Confirm exactly what you are being sold.

    Double check your booking before travel, particularly if there is a long gap between making the booking and arrival.

    HAPPY NEW YEAR TO YOU ALL

    Well the long awaited 2012 is here and I wish you all a Happy and a prosperous New Year.

    Lets start the year on a positive note by letting you all know that for the 5th year in a row the total number of crimes recorded in Suffolk has fallen.

    Even better news is that the total number of crimes recorded during 2010/11 is the lowest for a decade.

    There has been a fall in anti social behaviour, across the whole of Suffolk by 8%, or in real terms a reduction of more than 3,000 incidents.

    A 5% reduction in criminal damage.

    Rowdy or inconsiderate behaviour has fallen by 10% - that's more than 2,000 incidents.

    This has resulted in 92% of Suffolk residents teling us they feel safe in their local area.

    But we cannot be complacent and the police need your help to keep Suffolk one of the safest counties to live in.


    Your eyes and ears out there can be invaluable to the police

    You know who lives where and who is a stranger in your area!

    You have a good idea when you see someone hanging around, whether or not they are waiting for something, or acting suspiciously!

    You know when that little instinct inside tells you that a person who knocks on your door doesn’t seem right!


    You know when the same vehicle seems to have driven up and down your road a number of times within the space of a short time that it doesn’t seem right!

    Please in 2012, if you see or hear something suspicious, especially in the early hours of the morning, don’t ignore it, or think that someone else will report it.

    The police would sooner several callers report incidents, than receive no information at all.

    POLICE APPEAL FOR VIGILANCE AND INFORMATION

    No sooner have I just said how your information can be so valuable, here is a Police appeal for vigilance and information.

    Suffolk Police are asking Neighbourhood Watch members to be aware of incidents that have been occurring recently on bridges on the A12 and A14.

    So far a total of 22 motorists have been affected by debris thrown from bridges in 8 separate incidents on the A12 and the A14. There appears to be no pattern to these incidents and no set times when these are occurring. There are 32 bridges on the A12 and A14 and 8 of these bridges have been identified as high risk.

    The police have increased patrols across the identified bridges and have asked all partner agencies such as the County and District Councils to park marked vehicles on these bridges during down times. Other agencies such as the AA and RAC have also agreed to assist. Where CCTV is in place this is also being used to cover bridges.

    The police are requesting NHW members to be vigilant whilst out driving or walking near bridges across these major routes and to report anything that they feel may be suspicious by dialling 999.

    TEENAGE VOLUNTEER POLICE CADETS IN SUFFOLK

    At Martlesham Police headquarters In October 2011, a group of teenagers aged between 13 and 16 years volunteered to become Police Cadets.

    I am pleased to say they passed out on 22nd December after completing a nine-week development programme.

    The idea of introducing Volunteer Police Cadets came about from Assistant Chief Constable Paul Marshall who was also a Police Cadet when he initially joined the police service.

    The scheme is an initiative to give young people the confidence to attend community events and initiatives and where possible assist Safer Neighbourhood Teams with high profile events such as the Suffolk Show and charity events.”

    During their time as Cadets they will be working towards nationally recognised awards, which will enhance their confidence, skills and hopefully their future career prospects.

    They will help and assist in the community by getting involved in stewarding in local events such as fairs, town shows, carnivals and other local events, they will also be able to attend high profile, low risk events such as the Suffolk Show and charity events. Plans are also underway to introduce a week’s camp in the summer.

    Further Cadet Units are planned to be rolled out across the County in Ipswich, Lowestoft and Bury St Edmunds during 2012.

    Theft of A Motor Vehicle - Hood drive, between 5pm on 29/12/11 and 8am on 30/12/11, a blue Yamaha XT125 cc motor bike, registration number AV 59 NNO was stolen from the driveway of a residential property.     Bramford
    Burglary - The Street, between 1.30am and 1.45am on 08/12/11, offenders broke into a business premises and stole an empty cash register and quantity of tobacco products. Three men and a male driver were witnessed leaving in a blue BMW, which has been identified as a stolen vehicle from Ipswich.     Arson - Whitton Leyer, at 11.45pm on 12/12/11, an offender set alight a vehicle parked on a residential driveway. Calls in relation to this incident should be made to DC Andrea French at Bury CID and quote Crime Ref: ST/11/4054.

    Theft From a Motor Vehicle - Norwich road, between 6pm on 08/12/11 and 11.40am on 09/12/11, a Ford Ranger truck left unlocked on a residential driveway was entered and a number of power tools were stolen.     Theft From a Motor Vehicle - Station road, between 5pm on 18/12/11 and 3am on 19/12/11, a Mercedes Sprinter, left parked on the street had its complete exhaust system stolen.     Elmswell
    Arson - Blackbourne road, between 5pm on 30/12/11 and 7.45am on 03/01/11, offenders set alight to wooden building materials within the middle of the new extension currently undergoing construction at the local community centre.     Hemingstone
    Burglary - Lower Road, between 7.30am and 5.30pm on 08/12/11, offenders have broken into a property and stolen a television, small amount of jewellery, cutlery in a wooden case and a pine chest of drawers was damaged.     Henley
    Burglary - Ashbocking road, between 5pm on 12/12/11 and 8am on 13/12/11, offenders broke into a residential garage and stole a number of power tools.     Needham Market
    Theft of Lead - High street, between 5pm on 15/12/11 and 8.30am on 16/12/11, a 3 foot by 2 foot section of lead flashing has been removed from top of a bay window of a local shop.     Theft of Lead - High street, between 5.30m on 16/12/11 and 6am on 17/12/11, a 6 foot section of lead has been removed from an adjoining outhouse and storage shed of a local shop. Calls in relation to this incident should be made to PCSO Vince Whitrow at Mid Suffolk South Safer Neighbourhood Team and quote Crime Ref: ST/11/4115.

    Criminal Damage - Gilbert close, between 6.30pm and 9.30pm on 20/12/11, offenders threw an object from the direction of Crowley park into a resident’s rear garden, smashing a glass panel on a conservatory. Calls in relation to this incident should be made to PS Neil Paterson at Stowmarket Safer Neighbourhood Team and quote Crime Ref: ST/11/4151.

    Theft From a Motor Vehicle - Chainhouse road, between 7pm on 26/12/11 and 10am on 27/12/11, a blue VW Bora, left parked insecure on a driveway was entered and a Tom-Tom sat nav was stolen. Calls in relation to the Crime Investigation Bureau (CIB) Martlesham Heath, Police HQ and quote Crime Ref: ST/11/4199.

    Theft of Lead - School street, between 9am on 24/12/11 and 9.20am on 28/12/11, a quantity of lead flashing was removed from the chimney of the local internet café and left stacked lying in a nearby hedge. Calls in relation to this incident should be made to PCSO Vince Whitrow at Mid Suffolk South Safer Neighbourhood Team and quote Crime Ref: ST/11/4209.

    Attempted Theft of Lead x4 - On High street, between 6.30pm on 02/01/12 and 11am on 03/01/11, offenders attempted to force lead flashing from the top of a number of windows at the front of three local buildings. A fourth event occurred again on High street between 6.30pm on 23/12/11 and 11am on 03/11, where offenders attempted to remove lead flashing from the top of another window. Calls in relation to this incident should be made to PC Amy Yeldham at Mid Suffolk South Safer Neighbourhood Team and quote Crime Ref: ST/12/19, 21, 22 and 26.

    Norton
    Theft From a Motor Vehicle - Church lane, between 7pm on 09/12/11 and 9.30am on 10/12/11, the front passenger window of a black Audi was smashed and the vehicle’s stereo system stolen. Calls in relation to this incident should be made to PCSO Steve Pendergast at Mid Suffolk South Safer Neighbourhood Team and quote Crime Ref: ST/11/4029.

    Theft Of Heating Oil - Ixworth road, between 6pm on 23/11/11 and 9am on 03/01/12, around 500 litres of heating oil was stolen from a residential oil tank. Calls in relation to this should be made to PS Neil Paterson at the Mid Suffolk South Safer Neighbourhood Team and quote Crime Ref: ST/12/25.

    Offton
    Burglary - Within Offton, between 10.30am and 3.30pm on 15/12/11, offenders have broken into a property and stole items of jewellery. Calls in relation to this incident should be made to T/DC Jamie Adams at Bury CID and quote Crime Ref: ST/11/4093.

    Thurston
    Theft From a Motor Vehicle - Rylands close, between 7.30pm on 09/12/11 and 7am on 10/12/11, the driver’s window of a white Vauxhall Astra was smashed and two power drills were stolen. Calls in relation to this incident should be made to PS Neil Paterson at Mid Suffolk South Safer Neighbourhood Team and quote Crime Ref: ST/11/4026.

    Criminal Damage - Steeles road, at around 8.13pm on 10/12/11, stones were thrown at a local residence smashing a front window Calls in relation to this incident should be made to Pc Annelly Miles at the Mid Suffolk South Safer Neighbourhood Team and quote Crime Ref: ST/11/4033.


     

    CRIME REDUCTION ADVICE

    In Mid Suffolk as a whole there have been a number of theft from motor vehicles and thefts or attempted thefts of lead from roofs and certain windows.

    Regarding crime reduction advice around the theft from and security of motor vehicles, I have included the government web site, which not only gives advice regarding reducing the risk of theft from motor vehicles but also:

    To speak to an officer from your local SNT, because they may well be out on patrol, the easiest option is to telephone the new telephone number 101, which is the new number across England and Wales for local police forces., which is the new number across England and Wales for local police forces. You will then be told you are being put through to Suffolk Constabulary’s Police HQ, where you can speak to the operator and either ask to be put through to a particular officer, or to Mid Suffolk South Safer Neighbourhood team office.

    A MESSAGE FROM THE SUFFOLK NEIGHBOURHOOD WATCH CHAIRMAN - MR JIM HENSON

    A very happy and prosperous, safe and if possible crime free New Year to you all.

    For those of you that do not know me, my name is James (Jim) Henson and as of May last year I became the Chairperson for Suffolk Neighbourhood Watch.

    On Suffolk Neighourhood Watches behalf I regularly attend various regional and national Neighbourhood Watch meetings to represent the views and opinions of local coordinators and members.

    I chair quarterly meetings within Suffolk where your local network chairs and any other members can attend to discuss how to promote Neighbourhood Watch schemes within Suffolk and to look at positive events to keep Neighbourhood Watch within the local Suffolk profile.

    Previously meetings were always held within Mid Suffolk, however, in order to meet and obtain the views of the wider Neighbourhood Watch schemes within Suffolk, these meetings have now gone on the road and the plan this year is to hold them at different venues throughout Suffolk, to give all Neighbourhood Watch personnel the chance to attend and put their thoughts and views across.

    Whilst you will have seen through this newsletter that crime has been reported to have gone down, metal theft has not. These heartless crimes have involved the theft of plaques from war memorials, gravestones and lead from churches. Other thefts have included the theft of cabling, which has then impacted on the daily lives of commuters and the use of the Internet.

    I would like to encourage ALL Neighbourhood Watch personnel to please sign an online e-petition that can be found by clicking on the following link: epetitions for governmental lobby aimed at tightening legislation around scrap metal dealerships.

    I can assure you that a number of Neighbourhood Watch events are in the process of being planned for this year, especially around national Neighbourhood Watch week, which this year runs from 16-24 June 2012.

    The details of which will be published as soon as arrangements have been finalised.

    Finally I would just like to re-enforce the message at the beginning of this newsletter to PLEASE REPORT ANYTHING YOU DEEM AS SUSPICIOUS, stating when you phone in that you are a Neighbourhood Watch member.

    “Thank you all for your commitment to Neighbourhood Watch and may that commitment be fruitful in not only the reduction of crime, but also in bringing about more cohesive and integrated communities within the schemes that you live within."
